7. How will the benchmarks and strategies for state improvement efforts be developed?

All new benchmarks, plans, and strategies for state improvement in enrollment and retention of children will be developed based on the findings of the diagnostic assessment and will be developed by the state and NASHP, in consultation with other experts and informed by data and best practices among states.  States will have opportunities to learn from their peers as they implement strategies, and to refine strategies based on peer-to-peer learning and data they are monitoring as they implement strategies.
