Continuous Eligibility for Medicaid Enrollees is One Step Toward Health Reform
A new study released by the Association of Community Affiliated Plans (ACAP) finds that most individuals enrolled in Medicaid are covered for far less than a full year, and can suffer severe health consequences as a result. The study links quality of care in Medicaid to ongoing health coverage.  The report,  Improving Medicaid’s Continuity and Quality of Care, was written by researchers at The George Washington University School of Public Health and sponsored by ACAP.  The report describes the dramatic problem of “churn” in Medicaid today, defined as a pattern of on-again-off-again enrollment in Medicaid that is unrelated to an individual’s actual eligibility status.
