Tracking why individuals lose coverage can be a powerful tool for states to understand public coverage programs.  This brief makes recommendations to improve the coding of denials and disenrollments suggesting fourteen codes to replace current complex codesets, which in some states number over 100 codes. Streamlining can help states to get a better handle on churn and track the effects of eligibility policy changes.

This brief was written by NASHP staff in collaboration with Mathematica Policy Research, Inc., evaluators for the Maximizing Enrollment program. A related report describes a broader set of enrollment and retention performance measures.
